Help My Fish!

My spotted puffer is at my the bottom of my tank with white blotches. hes barely looking around if that makes sense what should i do.......or should i make him a proper burial.

Atm, is this sudden or has it been coming on for a while? If it is ich it can be treated if caught early. Some pic's may be helpful.
