While scrubbing the rock you may have killed some of the coralline also so just give it time.
Also you may be surprised to find out that coralline grows better undel medium to low light so do not expect much coralline to grow in the areas more exposed to high light intensity (like the top) were are perfect spots for high lighting requirements corals.
 
I knew that the coraline doesn't prefer the bright lighting but The light in the fuge is still the same and now nothing grows there either. That is what makes me think there is a problem. I was using Coral Life salt but switched to IO at the end of Feburary before I started the massive water changes. I think the IO disolves better and the tank looks better. I of course use RO/DI water. cartrigages are changed very regularly. I have a 135 gallon acrylic sump in the basement with the fuge bulit into it. the fuge area is about 65 gallons of it. The basement windows are left open most of the time. I may add a fan, can't hurt.
