Help? RODI unit problem

I have a kent 4 stage RODO unit that I purchased about a year ago. I just replaced the 100gpd membrane and now no water flows though it I took it apart and checked everything and all seems fine. But the part below seems to be the problem. If I blow in any of the holes there seems to be no passage. Can anyone lend a hand figuring out my problem? The tank is past due for top off and I am seriously stressing out. Thank you.

I got it working but I need a flow restricter. Even on the lowest faucet setting it flowed too quickly and trashed the DI within 15 gallons. Thank you for your help

That piece was the flow restrictor, so scrap it when you get a new one.

I received the new membrane today. It slipped right into the housing np, not like the other one and started right up fine. Also has another ne flow restricter.
New question. I measured the water flow at 1 minute it was
Rodi 3oz
Waster 26oz.

I believed it was supposed to be 1:4 ratio. If so why so much waste? Is there anything I need to adjust?

Could this be because the new membrane needs some break in time?
