Plusrite bulbs are suppose to run with that ballast, Try disconnecting the ballast and cleaning the socket on your fixture and the bulb mogul base with alcohol, give it a good clean that has worked for me in the past.
Let me know if that works.
I think the ballast may be busted... the electrician that repairs the overhead lamps at my job gave it to me for free.. I guess I'll just wait till next time I see him
welll after a lil... crazy testing I found out what my problem is... my mogul socket is making good enough contact.... I direct connected the bulb to the ballast and boom! we have light I was so happy/still am
but.. now I have another mission... homedepot doesnt sell moguls :| crap have to wait until monday to pick some up :\
ya I tried the alcohol and it works now I also removed the capacitor... do I need this thing? the bulb seems to fire and work fine without it... I think I might have wired that incorrectly also.
