Help: Tunze 7091

i can control the flow rate by adjusting the power knob 2 but it doesnt switch to power 1

tried tuning the pulse knob but it doesnt help

anyone knows how to resolve this issue?

This would be caused by the pulse knob being turned fully clockwise which is pulse off or by the photocell being in a dark location or water or salt creep shorting the photocell socket.
