Help with disease ID. Photos attached.

My marine betta has had a white cotton like growth on his lips for months now. I was finally able to catch him out of my 210 display and put him in a quarantine tank. I treated him for about 5 days with Melafix and Pimafix but seen no change in the growth. I decided to take a cotton swab with iodine and try to rub it off the best I could. When I got him in the net, I held him in the water while my girlfriend preceeded to swab the growth and that is when she stated that it was hard. I took the swab and realized it was actually a really hard growth that doesn't move. I took some tweezers and gently tried pulling it but it is hard and just would not move. I looked on the internet and just can not determine what this is. He is still in quarantine and I took some photos and thought I woud ask around to see if anyone has any ideas. Just to add to it, when I opened his mouth to look at the growth, it is coming off the inside of his top lip and the very base of the growth is pink and the rest of it is white. Almost like it has blood in it. I appreciate all ideas. Thanks.
