Help with DIY skimmer using NW

I have read all of Snailman's site on building skimmers. I have read all the Mod's done to the Jebo 520's ( they used the Sen 9000NW ). I want to sort of combine the 2. Help me understand what I'm doing, if you can.

This is what I am thinking:

This is just the base ( 4" Dia. PVC ) of the skimmer ( 48" ). What am I missing here? On the outlet, I would place a sponge foam block to help break up bubbles. Ball valve on inlet to control flow if needed. Sen 9000NW pump to create the bubbles. This whole outfit would set in my sump.

Am I completely going in the wrong direction here?

Change the ball valve to the outlet so you can adjust the flow and the height of the water in the riser neck
And put the skimmer outlet a little bit higher than the outlet
