Herbie Overflow- Gate valve placement question

I am installing a Herbie Overflow on my tank and was wondering if I can put the gate valve higher up closer to the actual over flow.

most setups I see have the valve right before it drains into the sump, is this to reduce the turbulence in the rest of the pipe and create a better full siphon?

It would be easier to tune to the flow of the overflow box if I wasn't on my knees under the tank stand turning the knob then having to stand up to see the level of the overflow box. I have room to install it on the first piece of pvc that comes right off the 90 from the bulkhead. will this introduce gurgling through the length of the pipe if i restrict the flow so high up?
 
The following is from the above mentioned article.

"By placing the valve all the way down at the sump just before the water level, the pipe will go full-siphon the quickest. But in reality, it does not matter much whether the siphon goes into silent operation in 30 seconds vs. 45 seconds for example.

You can place the siphon valve directly below the bulkhead, or all the way down at the outlet. The difference in time to go full-siphon is only a few seconds with most tanks. So having the valve in a convenient spot to reach can often take precedence.

Dialing in the valve can often take a minute or two until you get the hang of it. So if you place your valve where it's easy to reach, then you'll thank yourself later"

Keep in mind that If you use SLIP vs Threaded that if you put the valve right below the bulkhead, if/when you need to remove it you will have to replace the bulkhead. I always leave a few inches between the bulkhead and the valve so that I can always cut off the valve and still have enough pipe to replace it once or twice.
