How do I do this?

I want my dusk/dawn to come on at 8:00am and turn off at 10:00am. I then went them to come back on at 4:00pm and turn off at 6:00pm.

I'm only able to turn them on/off once through the outlet setup.

Are you in advanced mode? Assuming you want just simple ON/OFF control and not dimming:

Set OFF
If Time 8:00 to 10:00 Then ON
If Time 16:00 to 18:00 Then ON

Yeah I did that but do you just keep it in advanced mode? Because if I go back to Light as the control type it then reads:

On time 8:00
Off time 20:00

You need to keep it in Advanced mode. When you put it back to the Light program it will reset it. I only use Advanced mode for all my outlets.

The predefined wizards are useful as a starting point, but to do anything more complex you need to use Advanced. When you select a wizard, it populates the Advanced editor with the underlying commands. Just as Orcone, I use Advanced for everything regardless of complexity.
