How do I tell if my frag disks are cured?

I bought some 3in cement frag disks on ebay a couple of weeks ago. The seller says they are cured in fresh water for 30 days. As a precaution I have had them soaking in a bowl of salt water for about 2 weeks. When I test the ph of the water they are soaking in, I get a reading of about 8.9.

Am I going about this the right way?

I would soak them in fresh water, and change it often, until they no longer change the pH.

why fresh instead of salt?

It's more reactive, RO/DI water would be ever better.
