Everyone has a different opinion on water changes. Some never change, some once a month, some once every two weeks.
I have always believed that smaller more frequent changes are the best. The less you impact an immediate chemistry change in your water, the less stressful it is on your inhabitants.
So in your case, if you have the time to change water every week, I would try 10%. Or go to 20% every two weeks.
As far as question #2. IF your alk is low there are a number of things you can do. But lets test first. Get a good alk kit and you want to be between 7-11 dkh or 2.50 - 4.00 meg/l
