no..not at all..
10x volume is good.. some run upwards of 100x
Its too much when you are making all the corals stay closed or damaging their tissue with the violent movement or blowing sand all over the place,etc...
I had a 50 gallon filter in my 5 gallon tank (10x?) when I first started. When I got a Hector's Goby I found he couldn't swim in the current it created. I reduced it to about 20-25 g of filtration (so 4-5x water flow?) and found the fish was happier and the corals opened right up.
My tank is so small my experience may have no relevance to your question though.
You want at least 25x turnover even in a fowlr to keep detritus from settling. Too much flow is when a fish is stuck against a tank wall and cant move. How much flow is that? I don't know Ive never seen it.
