how not to make a dust could...?

I have decided to get back into the hobby after a few years taking a break and I have a question. I will be setting up a new tank in a day or two and I want to know if its possible to NOT get that crazy sand storm you get when you add the water the first time? Any tips or suggestions would be great. Thanks.

you could pre-rinse your sand before putting into your tank

place a garbage back over the bottom of the substrate, and pour the water onto the bag (as the tank fills, the bag will float and you can just take it off at the end)

Or just go bare bottom!
