How to read red sea nitrate test

Hi, i'v noticed that if when my test vial is resting on the color / number laminated card for viewing results it shows nitrates are 20, but if I hold the vial up slightly off the laminated card it reads 5.

Im assuming my water is @20, correct?

Yes. If it's the laminate card test, then you're supposed to leave the vial sitting on the card. Take the cap off and look directly down into the vial and match the closest corresponding color.
