how to set up quarentine

how do you set up a quarentine tank.. what do you need.. i never used one and i have 2 clown fish.. i noticed today that the smaller - male has two white specks on its body which id probably say is ich. i have an extra 10 gal tank.. but i dnot have any extra filters or anythign.. what do i need to set it up.? do i also have to do water changes and test the water...

I have a 10 gal with a sponge filter and an air pump. I think thats all you need. I had and old FW HOB filter I use for water movement. I watch the water quality, and do alot of small changes.....

what kind of filter should i get? i have a couple of air pumps i can use.. would that be good enough for water movement?
