The most important things from a technical stand point will be-
1) Make sure to start the skimmer with the air fully open, if you start the pump with the air closed, the water velocity and volume is much higher and the air is added to this and it can take a few days to adjust to the regular air/water ratio.
2) Make sure the depth is correct, when the depth is correct you will see a clear "waterfall" into the skimmer, if the level is flat or the water fall is dramatic so the pump is starved, bubbles will be much worse. This varies but will be somewhere between about 9-9.5" submerged. A waterfall of 1/2-1" is what we want.
3) Make sure their is no strong undertow created by a return pump under the skimmer or a powerhead jet aimed under the skimmer, this will draw bubbles out.
Other potential causes are various additives and gas saturation issues.
