How to test a ballast??

I think the ballast that runs my my 2x96W PC lights is dying. My one bulb doesn't light anymore and the other is extremely dim. Now I guess the bulbs could have just died, but I thought maybe its the ballast. Is there any way to test the ballast to see if its bad?? Can I hook a multimeter to it to test anything before I go and buy new bulbs??
 
I just stick my tongue in the socket haha just kidding I would just try a new bulb. if you need ballast just let me know I think I have about 5 you can have.
 
Have you checked the pins in the connections to see if everything is clean and making good contact? I have a few PC's to supplement my halides and occasionally one wont come on or flickers a bit or is dim and I clean up the connections and good as new.
 
Tried the tongue thing Jeff, didn't work. Maybe it only works good on 9-volts. :D I'll check the connectors. I bought the rubber caps just so that wouldn't happen, but will see.
