Hydrofoamer 9420.04 help

I just bought a used i-TECH skimmer with the TUNZE 9420.04. I just noticed that the power cord is split right where it meets the pumps body. Is it safe to use? I have not used the pump or skimmer yet (waiting to get my system up and running). Here are a few pics of what I'm talking about.

I would not use it, I would see if you can get the original purchase date info from the original owner, otherwise it is possible to buy a motor only for under $75.
