You can stick the chip back on but it will only be cosmetic. The strength of the glass has been compromised at that point.
Depending on the depth of the chip the tank may be able to hold fast. I would test it by filling the tank outdoors and leaving it a few days to see if it has the strength to maintain water tightness. The risk is yours.
Without a picture or two it is impossible to say for sure. Does the tank have euro-bracing? If not could euro-bracing be added? Would the euro-bracing then cover the hole? What is the size of the hole and where exactly is it located?
