A bit too small, I think. You want them comfy and settled in. A 15g or 20g would work. I think it would be important that they could not see each other, though, and I'm not sure you could devise such a barrier that still shares water?

PetCo has captive breed Neon Gobies for 5.99- 9.99 if you can find a decent PetCo. They are a great fish to have in any tank big or small. I recently acquired a small clown that had ICH. I but him in my nano with 3 neon gobies and the jumped the poor guy the min I let him free. The little clown was pretty freaked at first but the gave him a very through cleaning. I never saw ICH on him after that and it has been over a month now.
