Maybe a problem with the ballast and external RF interference? More likely, something is bleeding into the television directly, or into the receiver. The cables themselves are shielded and any leakage shouldnt be entering there.
I use ARO halide ballasts and used an Ice Cap 660 for years with Direct TV on 4 televisions in the house, one in the same room only 5 or 6 feet away from the ballasts and have no issues at all. I believe that the ARO ballasts are relabeled Ice Caps. No issues at all with the TV.
I know it isnt much help but something has to be off spec. Either the TV, Receiver or he Ballast itself.
If you have more than one halide ballast. See if you can isolate he problem to one of the ballasts to see if its a ballast problem.
If you have more than one receiver for DTV, try swapping in a receiver from a differen location. Finally, try bringing in a different TV from another room temporarily.
Have to systematically figure out which is the problem component, ballast, TV or receiver. Or very very possibly a signal switching box if you are using one. Also, could possibly be a bad cable or fitting on your TV/Satellite system. Most likely an analog cable if it is a cable issue. RCA audio or video cable or connector, 75 ohm coaxial cable or connector etc.
