ice cap 660 ballast

i bought a 4 x 54w ice cap retrofit not too long ago (2 or 3 months), and i haven't installed it.. i''m in the process of doing that right now; however, the ballast has something loose in it. i can hear the noise like there's a loose screw in it or so when i move it. Is there anyway i can get the ballast replace.
