IceCap 660 Fuses Blowing

Hi everyone. I am sure that this question has been asked, but the search engine isn't working for me and hasn't been for a few days now. So, I thought I would ask this here. My apologies if I am in the wrong area - I am sort of new to these forums.

So I have an IceCap 660 ballast. Yesterday the lights came on like they were supposed to and shut off like they were supposed to. Today, when I got home from work I noticed that they weren't on.

After about two hours of checking things out, I decided to look at the fuse (probably should have done it sooner, I know) on the ballast. Sure enough, it's blown. So I went to the local hardware store and purchased a package of 7 Amp 250 Volt fuses. I placed one of the new ones in the ballast. I turned on the lights. They came on for a second and then went out. The new fuse blew up as well. So, I tried it one more time just to make sure that I hadn't gotten a faulty fuse. Same thing...blown fuse.

So is there something wrong with the ballast itself? I would assume so, but I wanted to ask here first.
