Ich again!! Sick of the problem! Help!!

OK I love this hobby but it's really starting to tick me off. I'm in the process of setting up a 55 with a 20 gal sump and all that. Right now, I have a 29 that's working as a QT. Here are the specs on that:
BioWheel filter
30lbs of live sand
No LR (dosed with copper)
All chem is within limits (trace amm)

I just had one blue devil damsel in there to keep the tank cycled. To make a long story short, I have a friend who knew of another friend that was getting out of the hobby. He offered be a flame angel and two perculas for $30 (hard to turn down). The three fish were in a 125 reef tank before this for aobut two years and they were doing great.

Now, on to the issue. I got the fish on Wednesday night. It's Sat night, and as I'm feeding them, I notice the Flame rub on the rocks a little bit. I look closer, and I can see he has traces of what looks like ich. Very very fine grains, nothing out of control (yet). I've very frustrated because two months ago I had two percs in there for about 2 months, added a powder blue tang, and within two weeks all but the damsel were dead d/t ich. Halfway through, I dosed with copper, but to no avail, I lost both the tang and the two percs. THe damsel survived. Now, after how long with no ich on the damsel or any issues, I have these three new fish and it looks like I might have another mass killin on my hands. I dosed with copper tonight hoping to nip it in the bud. I guess I'm just wondering why this is always happening? Is it because it was too much stress for them going from a big 125 and then down to a smaller 29? I know that's a big bioload on the tank and I'm hoping to have the 55 up by tues. Adding three fish to that small of a tank is a lot of stress. I guess i'm just looking for some guidance/reassurance. Is there hope? Can these fish recover? They've been safe and thriving for two years...I'd hate for me to be the one that off's them. Any support greatly appreciated.
 
I've never heard that before. As opposed to what? BB? Crushed coral? I know the carbon in a filter absorbs meds..i've never heard of the sand.
 
If the fish are still eating, soak the food in garlic for 20 min. Do multiple feedings through out the day. The sand may absorb some of the copper, but not enough to bring it below theraputic levels. Just don't use the sand again.
 
I've placed the carbon back in and have decided to do a hypo treatment instead. It seems to be a lot safer (when done correctly) and I'd rather do that than introduce more chemicals to the fish.
