Ich or Fungus?

My coral beauty has a pectoral fin that is swollen at the base of the fin and is unusable. It has some white around it but is isolated to that fin. The rest of the fish is clear and color is very good. No other fish (blue tang, A. ocellaris, and fire goby) seem to be affected. All are eating but just noticed that it is not using the fin anymore today. Only snails and a couple hermits currently so I can treat the tank. Any ideas?
 
This is the best pic I could get with the 'ol iPhone. There may be Ich in the tank as well. My Blue Tang is rubbing on shells yet there are no spots on him. But this is what I am talking about. The swelling and white spot is isolated to the base of the fin near the body.

Hard to tell from the pic but that's probably not lympho. Lympho usually starts growing near the tip of the fin, away from the body. It's probably something bacterial, so you could try soaking his food in garlic/selcon to see if his immune system can fight it off. However, if you confirm you have Ich, you're going to have to treat all the fish to knock that out anyway. If so, I would QT all the fish, treat with Cupramine for Ich, and Maracyn 1 & 2 for the fungus/bacterial infection. Maracyn 1 & 2 will cover both bases, and I've used it in conjunction with Cupramine many times before. Leave the DT fallow for 9 weeks to starve out the remaining Ich in there.
