Still a tough shot, but could well be Montipora undata. The problem is that many Montis look alike at this size and only a skeletal analysis helps. I have a similar 'looking' Monti which I now believe to be M. undata.
 
My vote would not be undata, undata usually has a very smooth edge on the growth perimeter of the plate.

Maybe hodgsoni or foliosa?hodgsoni foliosa

Like Kolognekoral said it's very difficult when they are small because the skeletal characters used in identification have not yet formed or their orientation isnt clear.
