I have kept SPS for some time but was more concerned with LPS and Zoas, until recently. Since I added more lighting and figuring I could keep more SPS I now have been bitten by the SPS bug.
I have had the coral in the center for a couple of years now and it grows painfully slow and just seems to encrust while others in the tank are growing well. Unlike the pic it is very bright green. Any idea what it is, and the coral on the right as well.

Looks like it is getting too much direct light. Not all SPS need high light. Montipora species can very in light requirements more than most. A little more water flow might help it take off in growth too.

For a ID i am thinking Montipora verruculosus if it ends up plating out.

Montipora danae will encrust more but can plate downward.

If it grows branches then Montipora capitata.
