It looks like some type of Cladophora IMO.

Most people would probably remove it, but being that it looks like it's on a frag plug I would probably isolate it somewhere on the sand bed and let it grow for awhile.

I have let it be for now. Your sticker was correct it looks just like the cladophora tree alga. I figured I would see what happens. Haha nothing going on in the tank right now anyways. I need a project.

I may eat these words......
