Im a little worried about my goby

My goby has been doing fine. I have had him about 2 weeks. I see him eat alot and he is active. Today I came home and noticed the webbing between the fin closest to his head was missing on the first 2 sections. There is also some kind of white stuff on the bottom of the sections. I have a 6" magnifying glass that I use to observe stuff in my tank and I can get a pretty good look at it. He did eat good tonight and is breathing normally. I have 2 clowns and a peppermint shrimp in the tank with him. The clowns are very friendly to him and the shrimp are best buds lol. I dont think it was the fish or shrimp that messed his fins up. Any idea what happened? Will the webbing grow back?
