Is it ich or sand??

My powder blue tang has these dots on it. Most of them are on one side. I recently put more base rock in my aquarium. I washed it off and a lot of sand came off. The fish sleeps right up against that rock and now there's dots on her. They're mostly on the side that is up against the rock. What do you guys think?? Should I go ahead and treat for ich just in case or wait it out?

how long has the fish been in the tank? base rock???? with sand do you mean live rock? the main ? is how long has the fish been in the tank, any scratching?, added anything recently, and the rock did it come from a tank that had fish in it?
