Is my anemone Spawning?

And should I be concerned?

I noticed the water in my tank was very cloudy and then realized it was coming from my GBTA. There was what looked like white smoke coming from its mouth. I had just added phytoplankton to the water and turned off the skimmer and canister filter (running carbon) if that matters. The poor guy hasn't been real healthy of late, but he's been slowly recovering. It definitely didn't look like the stringy substance I hear some people describe, and I know that would be a bad thing. I've attached a video. He'd slowed down quite a bit by the time I got the video camera, but hopefully you can see what I'm talking about:

And just in case anyone's interested, here are my water parameters. Only the PH and temp are current as of this moment, and I've given ranges for anything that's changed in the last few months.

PH: 8.4 (varies between 8.0-8.5)
Temp: 78 (varies between 78-81)
Alk: 2.5-3.0
Salinity: 35
Calcium: 390-400
Magnesium: 1250-1300
Nitrate: 0
Nitrite: 0
Phosphate: 0
Ammonia: 0

Why can't my anemone just split like everyone elses?
 
It could be spawning but since it looks like in bad shape, it could also be an internal bacteria infection that its trying to get rid of. The only reason that it might be that is bc I have never heard of an unhealthy anemone spawn.
 
You said that your anemone is recovering, correct? If an anemone has the appropriate amount of energy reserves (i.e. enough to produce gametes), it will act when 'cued,' so to speak. It just so happened that yours was indeed 'healthy' enough to accomplish this task.
