The fan may not be absolutely needed but it will surely help keep the LED nice and cool, making it last longer and keeps efficiency high.

Just get a cheap PC fan and see if that helps cool it. If you can touch it then it should be ok but that heat sink looks tiny.

Also yo should be using thermal compound if the led is not screwed onto the heatsink, very dangerous...

What/how did you use to power your driver? I realy like the color of this light and though about using that light and driver. Just wanted to know how you got power to it.

You used PVC to hang the light, why not a squirrel cage type cooling fan pushing air through the PVC directly to your new heatsink if it's still necessary?
