Is my cycle complete?

So I have been Redding for a long time but this is my first time cycling with 100% dry rock. I started my cycle three weeks ago to the day. I used dead shrimp method. My ammonia spiked to 1.5ppm then my nitrites went up to 1-2ppm then a week and a half later my nitrites are now at 0 and my nitrates are at 15-20. That seems like a very fast cycle for all dry rock. I did use Fiji pink sand that was very wet out of bag and used their bio magnet that came with it. I do not run my lights at all during cycle. I had a very small diatom bloom then a very thin film algae in the glass. What do you guys think? Seems fast to me. I am ghost feeding every other day now.

you are ghost feeding and your ammonia Is remaining at 0 then you are cycled that bacteria is doing its job. the live sand probably helped speed things along.

Should I do a water change to remove the nitrates or wait until week 4?

You can do it whenever at this point.

Mine cycled in 3 weeks too. Sounds like you did same as me. Topped it off with a 15% water change in my 75. Water tested great and has been perfect ever since.
I know, I have posted after you have probably moved right along with everything, but its confidence building to me knowing others did theirs same way. I feel I did something right.
