is my skimmer working right?

I just got a new skimmer for my current 55 gal tank. It is Jebo brand and right now we have it in the tank while we make plans for a bigger tank with sump. My question is how do I know if the skimmer is working? Right now it is pulling the water in and it seems to be foaming, but the collection cup is only filling with water. Is that right? I know that it takes a bit to have it at it's optimum performance, but I didn't know if this is normal or not.

If the cup is filling with water , water level is to high.If the skimmer is in your sump you can raise the skimmer or lower sump water level.If its a hang on try cutting back on pump flow.I dont own this skimmer but its a universal rule of breakin.Bubbles should not reach the cup until breakin or it will flood over.Set water level low and be patient.
