Does not look like it to me, but I am not an expert on this stuff. I had a snail like it and it did not cause any issues, but err on the side of caution until some one knows better responds. Look for Papajoe or some one like that.
No, not a cone snail. It's a muricid, probably either Thais or Stramonita species. Kinda hard to tell from that view which species. It's a mollusc predator.
