Is this a coral?

The picture is washed out by the flash but this is really lime green in colour. It almost looks like an elongated furry mushroom coral but this is a 2" section - the parent was probably 6-9" long.

The closest I can see in any of my books isn't actually a coral but a hydroid - Myrinomea

Is this on a new piece of live rock? It looks like some sort of mushroom.

It is. My LFS had a much larger piece that was spreading across some smaller pieces of rock. I persuaded them to cut me a piece of.

Is it hard?

It looks like some kind of encrusting porites

Not really hard. Slightly thicker/tougher than a mushroom coral.
