I currently have my streams controlled by an Apex. They are set for 0 minimum 30% max. It ends up being like an on off surge every 4 seconds. Is that bad for the pumps?

Only because calcium will build up quicker and they need more maintenance as a result, if you keep the pump clean it won't hurt them.
