Is this diatom bloom?

This is a fairly mature tank. It's about 2 years old. I've been getting this rust colored stuff popping up always in the same place every time. My first thought was diatoms, but that normally is seen in a new tank with new sand. A couple of days of lights out will knock it out for about a week, but then it comes right back.

Thoughts?

Looks like cyano. I've had it a few times. Used chemiclean the first time (very nervously) but worked a treat. However I've since learned to increase my water movement (as much as possible) blowing it off, siphoning out and regular weekly water changes. It pops up every now and again but doesn't last long
