Uh that's just the ballast. Nothing else, no bulbs, no hood, etc.

how big a tank? u will proball need at least 2 ballast if not a dual or triple one depending on # of halides. I'm still learning and looking to upgrade my lights so someone else may be more help. also go to the lighting forum and read the reports on bulbs, ballsts (types, etc.)

these are the standard. They only have electronic ballasts on sale. Never used them, but a lot of people love them- and you can run either single or double ended bulbs.

for a single ended bulb- the easiest to deal with, you'll need this:

Onsale now for $30 for the reflector and socket.

People usually place 1 bulb for 2' tank length. My tank is 3', and I just use a single bulb. Bit shaded all the way to the sides, but with a 400W halide and a luminarcIII reflector- stays well lit in center.
