Is this green buble tip anemone dead?

I made a big mistake buying this anemone as I have only a few months of saltwater tank experience. The LFS guy said taking care of anemone is easy. Anyway the tentacles of this anemone have shrunk to a thickness of a string and it is lying on its side. The water conditions are good (no ammonia or nitrite, ph 8.3, 1.024, lighting: 96 watt SmartPaq 10,000k Daylight/460nm Actinic). Is the guy dead?

How old is your system? Is the mouth gaping? Is it holding on to something?

Also, what are your nitrate, phasphate and alkalinity levels?

The system is about3 months old. The nitrates are at 40 mg/L and the ph is 8.3. I don't have the means to measure phosphates. I am having trouble posting the picture but it is at:

He seems to be doing better, his tentacles are out and swaying in the water but he is a long way from when I first put him in the tank.

+1 Those nitrates are way too high. You should also try to find the source of the nitrate problem and address that. Do you use R/O water? What is your bio-load? How much do you feed?
