Is this Ich on my Gramma

My royal gramma is showing what I think to be ich. On the tail fin at the end. He also started dive bombing the sand, flashing. The only other fish are 2 clowns that are not showing any signs. The 2 clowns have been in for over a month the gramma about 3 weeks. The tank is only 2 and a half months old. Params have been great with a 10% water change every week after cycle was complete. I didn't QT (I know). If this is Ich I now have 2 new 10g tanks and a 20g. My plan is to TTM the three of them together and let them live in the 20g after the TTM while DT sits fallow (other than corals a cleaner shrimp and CUC) for 72days. Do I have all this right? Also I will grab some Prime tomorrow to try and help with ammonia during TTM. During the fallow period after TTM what should I do for bacterial filtration or will I just have to do frequent wc's to keep ammonia down?

Phos: >.025 but I have some newbie algae growths I'm sure that isn't true.

Tank is 55g with a 10g sump and about 50# live rock.
