good part fixture, but you will have to replace ALL ballasts, they can start on fire, they might not be UL listed, (well no t5/mh retrofit set up is either, but atleast everyone could sleep well knowing they are using good ballasts).

my brother has used one of them cheap fixtures with new ballasts for over a 2 years. with no probs.

You can always swap out the ballast for en external down the road if issues occur, just requires a little wiring experience. If it is a starting point, no issues, but it may require upgrades down the road.
