Just out of curiosity, which species of damsel do folks consider the least aggressive (but blue in coloration)?

Agree with both above, I have had both and currently have an azure.

I've never had one but I also hear starki's are mellow

Springers, nice shade of royal blue.Mine are at the bottom of the pecking order in my tank.Even the small gobies chase them.Springers are also a predator of flatworms.

Sprimgeri damsel is the least aggressive damsel I have ever had, followed by azure damsel, them Chrysiptera arnazae.
x2..Still have my Azure...stay away from anything with devil in its name..blue devi, fiji devil..etc...they earned the name...I do have a fiji only because it really is a beauty....looks like the Azure with the yellow belly and brighter blue, but also has a yellow top dorsel.

I have had (and still have) Springer's, Azure's, Yellow tails (C. parasema), Allen's, and Starki's - the least aggressive would have to be the Allen's and the Starcki's - the first three I listed have all showed significant aggression with maturity, but not as much as the more aggressive species such as blue devils.

I should note that my damsels (except the Starki) currently reside in a 40B (w/ 20L sump) with a total of 15 fish (seven damsels, 2 clowns) - sort of like slightly crowding African cichlids to cut down on territorial aggression. They leave a red firefish, elongate pseudochromis, and Lubbock's fairy wrasse completely alone.
