Leathers of all types need a good amount of light. Metal Halides or High-output fluorescents. My sarchophytons are under 4x24w T5s in a 18" tall 35gallon, right up at the top. I had kept them previously at the top of a 180g under a 250w double-ended metal halide. They NEED the light and good water flow. They will wither and die under any less, especially if it's only an actinic?!?! There's isn't enough photosynthetically available radiation to keep anything alive with that.
You didn't say what kind of leather you have, although honestly nothing will live under an actinic only. Either upgrade your lights NOW or give the corals to someone who can care for them responsibly.
That frogspawn needs a good amount of light as well, as does the plate. Please take the appropriate action asap.
