LED Lighting Question

So I posted this in the DIY thread but thought someone with led lighting experience could tell me if I have enough light. Here is what I am looking at building:

Hello Do it yourselfers,

I have a 20 gallon tall (24 x 12 x 16) glass tank I am looking to light. I will be placing a pair of Ocellaris Clownfish in the tank with the liverock etc. I would like to add an anemone in the future for them to host and the functionality to add sps type coral in the future as well. I hear I need a minimum of 5 watts per gallon of traditional lighting to keep an anemone or sps.

I have a budget of ~$100ish trying to keep below $150. I would like to try a DIY LED system for the tank. Is this duable?

I was looking on line for LED kits and thought that something like this might work.

Is this enough light? Is it too much light? Will the 6 x 9 heatsink be large enough for all the leds? Will they spread out enough for the tanks?

Looking for someone with experience to let me know if I am on the right track.
