Led trouble

I recently got some nano box v2 LEDs two mean well ldd700h driver on a board and gs90a48-p1m power supply. I was going to dim them with my reef angel but it's Pwm output is 10v not 5 so I have to get a dimming expansion. Problem is when I wired it up the LEDs just blink quickly. I thought with those drivers if you don't hook up dimming it will light 100%. Am I wrong. What am I doing wrong.
