I would toss it -- this is coming from back when I was a "certified food safety manager" -- had to take that class back when I managed a bar (( that served food )) in Chicago. One of the things that I have always remembered is the part of the "temperature danger zone"; basically (( for this example )) when frozen food is kept above 41* for more then 4 hours is it no longer considered safe, and must be disposed of properly.
