Not the best picture. The edges appear to have cilia.

Wow, I really cant see based on the picture. Maybe some sort of feather duster or Christmas tree worm?

The "conish" shaped sides appear solid with short cilia along the edges so I don't think it's a feather duster. Although, as you say, the photo is none to clear. I'll try for a better shot.
