Usually they need to be certified for refills mind as well but a new tank thats good for 5 years.

Airgas welding supply has them. Certified or not they'll trade empty for full ones. Also they'll sell you a full one. I think they run like 80-100 to just purchase a full one.

I have a 5 lb alum tank in SJ. It may be expired but there's a place in Monterey Rd that will recertify for $30 and refill for $15.
