Light not firing

I have a Coralife hood with 4 65W PC's. The unit is around 5 years old now. One of the four of my bulbs won't fire on. It's not the bulb. I replaced the end caps, but it still does the same thing. If I turn the unit upside down, I can get the light to come on, but when the timer turns it off, and then tries to fire it back on the next morning, it won't come on. Is this a ballast problem? Wiring??
All three of the other lights come on fine.

If it comes on when upside down I'd say it the wiring. Look for a lose connection, or a frayed/broken wire

Well, I tore the whole thing apart. I think it may be the end caps I bought. I picked up the white straight pin (German style) caps. I hooked one up to another set of wiring that is working. The bulb fires once (I tried multiple bulbs) and it turns on. Second time it won't. IT does this will all the bulbs. The bulbs still work on the other end caps. Could the end cap be screwed up? I need new end caps regardless. as the old one broke apart from age. I see they sell rubber ones, but they are $30 per cap. Not sure if I want to keep shelling out money trying to figure this thing out.
